RS-RFP-001-2019 - Recreation Master Plan

1.0 Objective
The City of Temiskaming Shores is inviting proposals for the procurement of a qualified and competent consulting Firm to undertake the completion of a Recreation Master Plan (the “Master Plan”) that will allow the City to strategically manage the direction of parks and recreation services until 2030.
 
2.0 Introduction
The City of Temiskaming Shores is a single-tier municipality situated in North-eastern Ontario on scenic Lake Temiskaming and is accessible by the Trans Canada Hwy. No.11. Air access to the community is via the Earlton-Timiskaming Municipal Airport with the nearest scheduled air service located in North Bay. Adjacent to the Ontario and Quebec boundary lines, the City of Temiskaming Shores geographically covers 163.32 ² kilometres and has a year-round population of 10,000. Temiskaming Shores is a regional commercial/service hub serving a wider area population of approximately 35,000.
 
The City of Temiskaming Shores commenced operation on January 1, 2004 with the amalgamation of the former municipalities of New Liskeard, Haileybury and Dymond. With an annual budget of $27.5 million, the City provides a broad range of local services to its residents and business community.
The City’s Mission Statement is to “ensure that the City of Temiskaming Shores is a dynamic leader providing incredible opportunities for all”.
The Corporation of the City of Temiskaming Shores is governed by a Mayor and six (6) Councillors, all of whom are elected at large and comprise the City Council. The Council represents the public and considers the well-being and interests of the municipality. City Council develops and evaluates the policies and programs of the municipality and determines which services will be provided by the municipality.
 
The officers and employees of the municipality provide Council with policy advice, implement Council’s decisions, and establish administrative practices and procedures to carry out Council’s decisions.
 
3.0 Definitions
The Corporation of the City of Temiskaming Shores shall hereinafter be referred to as the City.
 
4.0 Submission
Two (2) copies of proposals and a flash drive must be delivered to the City by no later than 2:00 p.m. local time on Tuesday August 6, 2019 and must be addressed as follows:

? Proposals shall be in ink; late Proposals will not be accepted;
? Emailed or faxed proposals by fax will not be accepted;
? Partial Proposals are not accepted;
? The City reserves the right to accept or reject any or all Proposals;
? The lowest priced proposal will not necessarily be accepted;
? The City reserves the right to enter into negotiations with a Contractor and any changes to the Proposal that are acceptable to both parties will be binding.
? The Proposals shall be valid for 30 (thirty) days from submission date.
